The Unwinding of the Pandemic Health and Welfare Rules (A Goodbye to the Outbreak Period)The White House has signaled its intention to end both the Public Health Emergency and the National Emergency that were created in response to the COVID-19 pandemic on May 11, 2023.
While an end to these emergencies signals a welcome move toward normalcy, there are quite a few changes that will apply to your health plans – and your employee population. The changes include a return to pre-pandemic HIPAA special enrollment time frames and COBRA time frames, as well as claims procedures and external review time frames. There will be a number of mechanical and formal changes to plan documents and procedures that plan sponsors will need to execute to make sure there aren’t any bumps along the way.
